I think the answer is yes since he has lots of fans all over the world.He has to promote his ENGLISH in order to negociate with fans.

I think he can speak English but fluently.  It's really hard to speak English fluently if you haven't been using it everyday.
1 v4 M. U( G, q& C0 v; NIn Thailand, English has been taught in school since the elementary school specially reading and writing.
